Russian President Putin signed a decree Monday requiring operators of non-state-owned data centers in Russia to reserve 10% of their capacity for national IT infrastructure, enabling rapid government access when needed. The Ministry of Digital Development is tasked with auditing available capacity and floor space across all private data centers nationwide. A newly established government committee will have authority to activate reserved capacity, with operators required to provide access within 24 hours of a decision. The decree also permits temporary use of foreign-based data centers subject to approval by the Federal Security Service (FSB). The move follows repeated Ukrainian drone strikes on Russian data center facilities in recent weeks, including attacks on Yandex and Sberbank infrastructure in October.
