Deputy Secretary for Financial Services and the Treasury Joseph Chan Ho-lim announced the plan at the closing of Hong Kong FinTech Week x StartmeupHK 2026 on Nov. 3, stating the move aims to clarify compliance pathways under the Policy Statement on Digital Asset Development in Hong Kong 2.0. Securities and Futures Commission CEO Julia Leung outlined the SFC's strategic vision during a panel discussion, emphasizing that AI and tokenization will drive Hong Kong's financial market development while investor protection and market integrity remain priorities. Leung stressed the need for stronger cyber resilience amid growing AI-related threats and noted that tokenization must be integrated into core market operations to deliver tangible benefits in efficiency, inclusiveness, liquidity, and settlement speed. Hong Kong Monetary Authority CEO Eddie Yue highlighted the city's advantages in capturing fintech growth opportunities, building on progress made under the "Fintech 2030" initiative to enable banks and fintech firms to leverage data, AI, and tokenization technologies more effectively.
