Hong Kong Securities and Futures Commission (SFC) CEO Julia Leung announced plans to develop a cybersecurity framework for licensed institutions to strengthen defenses against AI-driven cyber threats. Speaking at Hong Kong Fintech Week 2026, Leung outlined higher security requirements for high-risk institutions as AI adoption accelerates across the region. The SFC will also introduce principles-based guidelines for autonomous AI applications, emphasizing market safety and maintaining human accountability and oversight throughout workflows. Leung noted that while Hong Kong institutions lead in tokenization efforts, the technology must deliver tangible economic benefits to achieve scalable growth.
