The XRP Ledger's bug fix `fixCleanup3_4_0` has been delayed to November after validator support dropped below the required threshold for two hours, just days before its scheduled activation. The fix now targets a new activation time of 14:46 UTC on November 4.
To activate a rule change, the network requires more than 80% approval from its default 35 trusted validators—meaning at least 29 votes must be maintained continuously across all checks for 14 consecutive days. The fix had reached exactly 29 votes with an original activation date of October 23, but support dipped to 26 validators during a checkpoint window. Although the count recovered to 29 within two hours, the brief shortfall reset the mandatory 14-day countdown timer.
Validator support has since climbed to 31 out of 35, providing a buffer of two votes as the fix begins its second activation attempt.
