The U.S. Office of the Comptroller of the Currency (OCC) released a "debanking" review revealing that nine of the largest national banks restricted services to digital asset firms and other lawful industries between 2020 and September 2025. JPMorgan Chase, Bank of America, Citigroup, Wells Fargo, U.S. Bank, Capital One, PNC, TD Bank, and BMO were found to have policies denying access based on reputational risk, affecting sectors including crypto, oil and gas, firearms, and tobacco.
The OCC reviewed nearly 100,000 complaints and approximately 420,000 pages of documents to reach these findings. Comptroller Jonathan Gould stated he has "no confidence" that recent bank remediation efforts are sufficient and confirmed the agency will evaluate further adjustments to the supervisory framework for large banks.
