How Did Gilbert Verdian Spend Two Decades in Cybersecurity?

Quant's biography of its founder credits him with more than 20 years of cybersecurity work and C-level posts as a CISO, CIO and CTO. The dates come from the CV on his personal site, which opens in 2001 at Computer Sciences Corporation, where he led security architecture and consulting until 2007.

He moved to Ernst & Young in 2007 as a senior security manager. From 2009 to 2011 he was chief security officer and deputy chief technology officer at HM Treasury. Security work at HSBC followed in 2011 and 2012, and in 2013 he ran security at the Ministry of Justice before joining PwC as a cybersecurity director until 2014. In Australia, he was chief information security officer at NSW Health from 2014 to 2016. Vocalink and Mastercard gave him the same title from 2016 to 2018.

Quant's biography adds Downing Street and the Cabinet Office to that government list, and BP to the private one.

What Was Gilbert Verdian's Role in the ISO Blockchain Standard?

Quant's biography says he "established the Blockchain ISO Standard TC307 initiative in 2015" and is "the Convenor of the Interoperability working group WG7 for ISO".

ISO's page for ISO/TC 307, its committee on blockchain and distributed ledger technologies, gives a creation date of 2016 and names Standards Australia as secretariat. It lists WG 7 as the interoperability working group but names no convenor for any of its groups, so the convenor title rests on Quant's word. His CV adds that he chaired DLT/1, the British Standards Institution's distributed ledger committee, from 2017.

His own site closes the gap between the two years. A post there from August 2017 says he wrote the ISO proposal to standardize blockchain and that ISO approved it in October 2016, which lines up with ISO's date. So when you see 2015 in Quant's biography, read it as the start of his campaign, and 2016 as the year ISO created the committee.

WG 7's subject is interoperability between separate ledgers, the same problem cross-chain bridges try to solve for crypto users.

The Three Layers Gilbert Verdian Wants Banks to Build

His plainest statement of strategy is an essay under his name on Quant's site, dated 23 April 2026. It sorts digital money into three layers and tells banks to connect all of them.

At the bottom is wholesale central bank digital currency, which he describes as central bank money for final settlement between banks. Tokenized deposits form the middle layer, where ordinary bank money becomes programmable. Stablecoins and public blockchains make up the top layer, the one that supplies market liquidity.

A horizontal interoperability layer runs across all three, and the essay names Quant's Overledger as that layer. He argues tokenized deposits carry "the full regulatory clarity that stablecoins still lack", and he tells banks to start there.

The essay mentions Overledger once and QNT not at all. That's a telling gap for a crypto founder, since QNT is the token Quant's own FAQ ties to Overledger.

Which Two Releases Named Quant on 24 September 2026?

The Clearing House, which says its networks clear and settle more than $2 trillion each day, picked Quant to power its On-Chain Money Initiative. The initiative, first announced in June, is a new network that will let financial institutions of all sizes clear and settle tokenized deposits. Quant's technology will run the layer that coordinates that clearing and settlement, with connections to the RTP and CHIPS payment networks. The release expects the network to reach participating institutions in the first half of 2027.

Verdian called the deal "a defining step in the global transition to programmable money". Sal Karakaplan, The Clearing House's chief strategy officer, said Quant brings the technology and expertise the network needs.

UK Finance published a second Quant story on the same date. Its 24 September release says UK banks completed their first live customer transactions with tokenized sterling deposits, and that the payments ran on the platform Quant built for the Great British Tokenised Deposit initiative. The pilots covered two remortgage completions and a marketplace purchase, and in each one the money stayed locked until the deal completed. Verdian called them "real money moving on UK infrastructure".

Quant won that UK job in September 2025, when UK Finance and a group of banks chose it to build the platform.

Both releases describe tokenized deposits as bank deposits that keep a traditional deposit's protections. In Verdian's essay they belong to the middle layer, below the stablecoins and tokenized real-world assets he places on public blockchains.

How Far Did QNT Climb After Quant's 24 September News?

Quant's QNT price on Phemex's QNT / USDT spot pair closed at 70.80 on 23 September and at 90.28 on 24 September, a 27.51% gain. It added 9.47% to close at 98.83 on 25 September. On 26 September it jumped 51.84% to 150.06, with an intraday high of 159.00.

Method: the headline's 112% is 111.95% rounded. That figure is 150.06 divided by 70.80, minus one, on Phemex daily closes that end at 00:00 UTC. The 51.84% gain on 26 September was the largest one-day move among the 301 Phemex markets we measured on that bar, 133 listed perpetuals and 168 spot pairs.

CoinGecko's daily snapshots tell the same story. Its QNT price was 70.6767 at 00:00 UTC on 24 September and 152.5794 at 00:00 UTC on 27 September, a 115.88% rise. That second snapshot is CoinGecko's 26 September close, and it runs 1.68% above Phemex's.

The 150.06 close was QNT's highest on Phemex since 8 December 2024. It's still 9.60% below 166.00, the 7 December 2024 close that tops our 1,000-day record starting 1 January 2024.

QNT was already moving before the releases, which matters if you're reading the run as a verdict on the deals. It gained 9.99% on 22 September, two days before either release, and fell 3.88% on 23 September. On the 26 September close, its 50-day average of 65.75 sat below the 200-day at 68.81, where it has stayed since a death cross on 16 October 2025. The 26 September close stood 128.21% above that 50-day line. Turnover on the 26 September bar reached $1,128,743, or 3.37 times the median of the 30 bars before it.

 
 

Does Either Release Mention the QNT Token?

Neither one does. We read both pages on 27 September 2026, and neither The Clearing House nor UK Finance names QNT, Overledger or any cryptocurrency. Their subject is bank money that Quant's software moves.

Quant's own site spells out the token's role. Quant's FAQ calls QNT "our utility token" for Overledger and says customers can pay the platform fee in US dollars or subscribe with QNT. It doesn't say what Quant does with the dollar fees.

That's the edge of what the documents support. The US network and the UK platform are both Quant's work for banks, and neither release says any bank will pay in QNT or hold it. A statement from Quant that one of these networks settles its fees in QNT would change that, and neither release contains one.

So QNT more than doubled after two releases about bank deposits. If you buy the token on the strength of them, you're paying for a link between Quant's bank deals and QNT that Quant hasn't put in writing.

How Can You Trade QNT on Phemex?

On Phemex, QNT trades as the QNT / USDT spot pair, live since 21 March 2022. There's no live QNT perpetual, because both of the exchange's QNT contracts are delisted, the QNT / USDT perpetual and the older QNT / USD one.
