Arkansas Attorney General Tim Griffin filed a lawsuit against prediction market platform Kalshi, alleging it operates an illegal gambling platform. The complaint describes Kalshi as a "pocket-sized bookmaker" that allows 18-year-old users to bet on sports and entertainment events, circumventing state restrictions on casinos and sports betting.
Griffin argues that staking money on predictions of whether a team will win or lose constitutes gambling, which is explicitly prohibited under Arkansas law on unregulated platforms. The Attorney General seeks a judicial finding that Kalshi violated the state's Deceptive Trade Practices Act and requests compensation orders.
Kalshi maintains that its sports contracts are CFTC-regulated financial derivatives rather than gambling, a position supported by the U.S. Commodity Futures Trading Commission in related litigation. The platform currently faces 14 criminal charges in Utah along with lawsuits or access restrictions in Arizona, Connecticut, Massachusetts, Michigan, and Nevada.
