South Korea's Financial Services Commission (FSC) has announced proposed amendments to expand the scope of tokenized securities, allowing traditional assets including stocks, bonds, and funds to be issued on blockchain. The revised regulations will permit tokenization beyond fractional investment securities, while establishing distributed ledger requirements that mandate participation from electronic registration institutions and at least two account management entities.
Under the proposal, securities issuers may serve as account management institutions if they meet minimum capital requirements of 40 billion KRW and maintain qualified personnel for account management, internal controls, and IT operations. The amendments also outline an over-the-counter trading system for tokenized securities, capping annual net purchases by retail investors at 100 million KRW per exchange. The new regulatory framework is scheduled to take effect on February 4, 2027.
