The "Blue Book on Internet Advertising Governance in the AIGC Era" was officially released during the 33rd China International Advertising Festival, introducing a comprehensive framework for regulating AI-generated advertising content. The report classifies AIGC advertising risks into four categories—content violations, technological confrontation, transaction links, and new scenarios—and proposes governance recommendations across eight aspects covering the entire advertising delivery process. Ocean Engine's head of content safety strategy Xiao Tao detailed the platform's use of multimodal large models for intelligent review, noting that 90% of creatives can be processed within 10 minutes at peak speed—a 75% efficiency improvement. The platform maintains dedicated protections for elderly users and minors, with repeated offenders facing shutdown and removal. Liu Xiaochun, director of the Internet Rule of Law Research Center at the University of Chinese Academy of Social Sciences, emphasized that advertisers bear primary responsibility for content authenticity and cannot use AI generation as grounds for exemption from liability.
