Russia’s digital asset framework took effect on September 1, but full domestic cryptocurrency trading remains on hold as key implementing rules have not yet been issued. Current implementation mainly covers cross-border transfers tied to foreign trade, leaving broader local crypto trading unavailable for now.
The Russian central bank said all necessary documents are expected by early December. Market participants said trading infrastructure is largely ready pending adjustments to meet the new rules. Sberbank plans to complete its digital custody institution by December 1, while Finam expects to offer services by early 2027. Governor Nabiullina said there are no restrictions on transferring crypto assets abroad, but overseas transactions are not protected by Russian law.
