Vietnam's Ministry of Finance has proposed a new decree to impose fines on individuals and organizations trading digital assets on unlicensed platforms. The draft, released for public comment, suggests fines up to 30 million VND ($1,200) for individuals and up to 200 million VND ($7,584) for organizations involved in illegal trading. Violations such as breaching foreign ownership rules, misleading disclosures, and non-compliance with reporting requirements could incur fines ranging from 70 million VND ($2,654) to 200 million VND ($7,584). Additionally, domestic users of unlicensed platforms may face fines between 10 million VND ($379) and 30 million VND ($1,138).
