Turkmenistan has officially legalized cryptocurrency mining and exchange operations, following the signing of the 'Law on Virtual Assets' by President Serdar Berdimuhamedov. The law, announced on November 28, 2025, will be effective from January 1, 2026. It allows virtual assets to be treated as civil law objects, though they are not recognized as legal tender or securities.
Under the new regulations, both individuals and legal entities must register with the central bank to conduct mining activities, with hidden mining strictly prohibited. Crypto exchanges and platforms will require licensing from the central bank and must adhere to full KYC compliance for wallet operations. The law also enforces advertising restrictions, mandating risk disclosures and banning misleading claims or the use of state-related terms in branding.
