Speaking at the Blockchain Association Policy Summit, Moreno stated he would not endorse a subpar agreement merely to demonstrate progress. The House passed its version of the Clarity Act in July, but differences with the Senate's version persist. Senate Banking Committee Chair Tim Scott has proposed a hearing for potential revisions on December 17 or 18. However, Senator Mark Warner indicated that completing the legislative process before the holidays is challenging due to pending White House input on quorum and ethics issues.
