The European Banking Authority (EBA) has recommended that the EU extend the Markets in Crypto-Assets Regulation (MiCA) to cover crypto-asset lending activities and services facilitating access to decentralized finance (DeFi) lending protocols. The EBA advised the European Commission to conduct a cost-benefit analysis on legislative changes and consider imposing compliance requirements, user suitability tests, leverage limits, and enhanced disclosure rules for intermediated crypto lending services.
The authority also proposed restricting lending involving asset-referenced tokens and e-money tokens requiring MiCA authorization, alongside establishing a certification regime for DeFi lending protocols. Noting that crypto lending currently operates in at least 16 EU member states, the EBA highlighted that the growing involvement of crypto firms and AI tools is increasingly blurring the distinction between centralized and decentralized finance. These recommendations form part of broader MiCA review opinions addressing stablecoin rules, asset classification, and reporting standards.
