California Governor Gavin Newsom signed two AI safety bills establishing rules for third-party safety assessments of AI systems.
One bill from Assemblymember Rebecca Bauer-Kahan creates a registration system and ethical guidelines for external AI auditors. Another bill from Jerry McNerney directs the state government to set standards and review the qualifications and evaluation capabilities of Independent Verification Organizations.
Anthropic publicly supported the legislation, while OpenAI backed the bills before signing and said it will continue promoting AI safety legislation across states. Newsom also urged the federal government to introduce nationwide AI regulatory rules as soon as possible.
