The Wyoming Division of Banking and the New York State Department of Financial Services (NYDFS) have signed a memorandum of understanding to enhance regulatory cooperation for digital asset businesses operating in both jurisdictions. The agreement establishes frameworks for licensing reciprocity, joint examinations, enforcement coordination, personnel exchanges, and the sharing of non-public information. Institutions licensed or chartered in one state for at least three years without active enforcement proceedings may receive expedited review when applying for similar licenses in the other jurisdiction. Regulators committed to issuing final decisions within six months of receiving complete applications or historical examination materials, provided business models are sufficiently similar. For firms regulated in both states, the agencies will coordinate examination schedules, conduct joint reviews, and share regulatory reports to reduce compliance burdens. Both parties also agreed to notify each other of potential enforcement matters and exchange investigative progress to ensure consistent oversight across jurisdictions.
