South Carolina Governor Henry McMaster signed Senate Bill 163 into law on Tuesday, prohibiting the use of any central bank digital currencies (CBDCs) in the state and barring state government participation in CBDC testing. The new law also allows individuals and businesses to accept digital assets for purchasing legal goods or services and to use self-custody or hardware wallets for digital asset storage. Additionally, the legislation protects digital asset mining operations that meet industrial land, noise, and grid requirements, and exempts miners, node operators, and blockchain software developers from needing a money transmission license.
