OpenAI has unveiled its National Community Compact and Compute Park Policy Blueprint, rebranding AI data centers as "compute parks" to formalize commitments to host communities. Under the compact, OpenAI pledges to cover full power costs and related infrastructure expenses, provide financial assurances before major expenditures, and develop water plans prioritizing low-water cooling technologies for each facility.
The company also committed to publishing water and electricity usage data, independent noise studies, and projected job numbers, while working with unions and training institutions. Notably, OpenAI stated it will not sign confidentiality agreements with public officials. The policy blueprint calls on federal, state, and local policymakers to establish clear rules including requiring large power customers to bear increased grid costs, mandating public reporting on resource usage and hiring, limiting developers' ability to require confidentiality from officials, and making tax incentive terms public and subject to clawback provisions.
