OpenAI has urged California Governor Gavin Newsom to strengthen the state's AI safety regulations, advocating for mandatory kill switches in frontier models, annual independent audits, and stricter cybersecurity standards. The proposal was outlined in a letter signed by Chan Park, OpenAI's head of U.S. and Canada policy and partnerships, dated Tuesday.
The company specifically recommends enhancing SB 53, California's existing AI transparency law passed in 2025. While current regulations require frontier AI companies to publish safety frameworks, transparency reports, and report major incidents, OpenAI proposes expanding these rules to explicitly cover the ability of frontier models to autonomously conduct AI research and development.
