Germany’s Federal Ministry of Finance plans to amend legislation to bring cryptocurrency gains under the capital gains tax system from 2028. Under the draft, speculative gains from cryptocurrencies such as Bitcoin and Ethereum would be taxed at 25%, matching the rate applied to investment income from stocks.
The personal tax-free allowance of €1,000 would remain in place. Under current German law, cryptocurrency gains are classified as income from the sale of personal assets and are not subject to capital gains tax. The ministry estimates the change would generate an additional €350 million in tax revenue.
