The plan emphasizes the development of a CIM basic database and standards system, expanding "CIM+" applications, and creating a national database for buildings and municipal facilities. Additionally, the proposal includes using blockchain to streamline housing transactions and property registration, enhancing the three-tiered urban operation management system across national, provincial, and city levels.
