Legal experts warn that liability may arise at multiple points in the payment chain, even for transactions appearing to be domestic fiat settlements. In regulated markets like the UAE, licensed VASPs handling fiat on/off-ramps bear primary compliance responsibility and must strengthen wallet ownership identification, counterparty screening, and Travel Rule adherence to mitigate sanctions risks associated with globally circulating stablecoins.
