Who Is Dominic Williams? Founder of DFINITY and ICP

Key Points

Dominic Williams founded DFINITY, which built the Internet Computer (ICP). His Mission 70 plan needs ICP's burn rate 16.7 times its September level.

Dominic Williams is the founder and chief scientist of the DFINITY Foundation who co-wrote Mission 70, a plan to cut the inflation of the Internet Computer (ICP) from 9.72% to 2.92% by the end of 2026. The plan's demand half needs the network to burn cycles at 16.7 times its September 2026 rate.

The name came back into search with ICP's price. The ICP perpetual on Phemex rose 10.92% in a single day in mid-October 2026, from 3.122 to 3.463, second only to NEAR among the 135 listed Phemex perpetuals that day. Internet Computer also ranked among CoinMarketCap's ten most-searched coins. FIL gained more than 10% that day too, and no DFINITY announcement explains ICP's jump.

Who Is Dominic Williams?

Dominic Williams founded DFINITY and serves as its chief scientist. DFINITY's February 2026 media release on its Pakistan partnership gives his title as "Chief Scientist and Founder, DFINITY & Caffeine", so one line covers the foundation and the newer AI venture Williams founded beside it.

The foundation describes itself as a not-for-profit that researches and develops the Internet Computer, with researchers in Zurich and San Francisco. It traces its work to 2016, and its homepage lists more than 180 team members.

The token that network runs on is ICP, and Phemex tracks the Internet Computer (ICP) price on a page of its own.

A search for Dominic Williams alone also returns athletes who share the name, and adding ICP or DFINITY to the query finds the founder.

Dominic Williams's Career and Background

Williams was an engineering entrepreneur who built several internet technologies and products before he moved full-time into crypto in 2013, according to his speaker profile at CfC St. Moritz. His previous venture was a massively multiplayer online game with millions of users.

His first brush with cypherpunk ideas came in 1998. Williams was using Wei Dai's Crypto++ library that year, and its documentation referenced b-money, Dai's proposal for anonymous digital money.

Williams founded DFINITY in 2016, and the Internet Computer's genesis came in May 2021, the launch date his Mission 70 paper gives.

Who Is the Founder of ICP?

The founder of ICP is Dominic Williams, whose DFINITY Foundation created the Internet Computer and its ICP token. Our guide to what Internet Computer (ICP) is covers how the network runs.

Dominic Williams also founded Caffeine, an AI platform incubated by DFINITY that builds and deploys apps on the Internet Computer from plain-language prompts. DFINITY says users ran more than 3.4 million build prompts in Caffeine's first three months.

Mission 70 counts on Caffeine to raise the amount of ICP the network burns, so Williams's two ventures feed the same number.

What Is Mission 70?

Mission 70 is the tokenomics plan Williams published with DFINITY's Björn Assmann in January 2026. It targets a cut in ICP's yearly inflation "by at least 70% by the end of 2026", from 9.72% to 2.92%.

The Mission 70 paper, at version 1.1.1 dated 6 February 2026, splits the work into a supply half and a demand half.

The supply half trims the voting rewards paid to ICP stakers and the rewards paid to node providers. The paper estimates those cuts take yearly minting from 9.72% to 5.42% by January 2027, a 44% reduction, so supply alone stops well short of 2.92%.

The rest has to come from ICP burned when apps pay for computing. Apps pay in cycles, and one trillion cycles cost one XDR, the IMF's basket currency. The paper says the target needs the network's cycle burn rate to rise "from the current 0.05 XDR per second to 0.77 XDR per second", a 15.4-fold jump.

The paper Williams co-wrote set that 0.77 figure "at current price levels" in early 2026. A higher ICP price means each XDR of cycles destroys fewer tokens, so the XDR burn needed rises with the price.

ICP's own metrics show how far the network has to go. The burn rate averaged 0.0419 XDR per second in January 2026. By September 2026 it averaged 0.0461, about 10% higher. The target is 16.7 times September's rate, with one quarter of 2026 left. Growing at the same pace, it would take about 20 years to get there.

Method: daily points from ICP's cycle burn rate API, in cycles per second, divided by one trillion to give XDR and averaged by calendar month.

The paper's best case for the target is history.

It notes that "the burn rate already exceeded this level for several months in 2025". ICP's metrics put the monthly average above 0.77 in January and February 2025, at 1.381 XDR per second in February, and no month since has reached it. By September 2025 the average had fallen to 0.0392.

The market has traded Mission 70 once before. ICP's Phemex perpetual rose 16.36% on the day Williams announced the plan in January 2026 and closed the next day at 4.531, its highest close of 2026. By 6 February 2026 it had dropped to 2.506, which put it 19.47% below its close on the eve of the announcement.

Our Internet Computer price prediction for 2026-2030 sets out the token's price scenarios to 2030.

What Is the Internet Computer?

The Internet Computer is the blockchain Williams's foundation built to host apps and their data on-chain, and its users pay for computing and storage in cycles made by burning ICP. That burn ties the token to usage, the link Mission 70 is betting on, and our ICP vs FIL comparison sets it against Filecoin.

Phemex lists ICP as a USDT perpetual and a spot pair, and our guide on how to buy Internet Computer (ICP) on Phemex covers both. The perpetual's mid-October close of 3.463 stood 71.52% above its lowest close of 2026, set on 1 August. Futures use leverage, and a leveraged position is closed automatically if losses reach its margin.

What He Has Said

Williams pitches the Internet Computer to governments as a sovereign cloud. In February 2026 he said DFINITY's Pakistan deal "enables Pakistan to build, own, and operate AI and cloud services on its own terms."

In the Mission 70 paper he and Assmann write that "the target of the entire ecosystem should be to see ICP become heavily deflationary." The paper adds that DFINITY believes cloud engines and the self-writing cloud behind Caffeine "will push the burn rate well beyond this threshold in 2026."

Nine months of burn data have yet to show that push, and the end of 2026 is the deadline his own paper set.
