Nvidia, OpenAI, Anthropic, Google, Meta, and xAI signed a frontier AI agreement with the White House on September 29 that President Trump described as "morally binding." However, critics argue the pact lacks essential enforcement mechanisms and transparency requirements.
Samuel Vance-Law, research director at the Decentralization Research Center, highlighted that the agreement fails to specify who selects auditors, defines review scopes, or mandates public disclosure of findings, nor does it impose penalties for non-compliance. In practice, this allows each company to choose its own auditor and determine the extent of oversight. Vance-Law drew parallels to the Enron-Arthur Andersen scandal, noting that previous voluntary commitments saw only 53% fulfillment rates among participating firms. He advocated for independent auditors with unrestricted testing authority and mandatory disclosure of audit details to ensure genuine accountability.
