France's four key financial regulators — the Treasury, AMF, Banque de France, and ACPR — have jointly urged the European Commission to extend MiCA's regulatory scope to decentralized finance (DeFi) through regulated intermediary platforms. The proposal calls for vetting DeFi protocols before they are made accessible to users, ongoing monitoring of those protocols, and the establishment of a certification scheme to ensure compliance with EU standards.
Under the framework, regulated platforms offering access to DeFi services would bear liability for certain client incidents, effectively creating a legal accountability layer between end-users and decentralized protocols. The move represents one of the most coordinated efforts by national authorities to bring DeFi under existing EU crypto regulation rather than leaving it in a supervisory gray zone.
