The European Commission preliminarily found on November 6 that TikTok's recommendation system violates the Digital Services Act (DSA), citing a "rabbit hole effect" that makes it increasingly difficult for users to disengage from content. Regulators determined that TikTok's existing mitigation measures have proven ineffective in addressing the issue.
EU authorities are calling on TikTok to adjust its "For You" algorithm by prioritizing content based on explicitly stated user preferences, removing watch time as a recommendation metric, and improving the usability of user control features. If a violation is ultimately confirmed, TikTok could face fines of up to 6% of its global annual turnover.
TikTok has denied the allegations, stating that the EU's claims are fundamentally untrue. The conclusion remains a preliminary finding rather than a final penalty decision, and TikTok retains the right to mount a defense before any binding ruling is issued.
