The State Council of China has outlined plans to integrate blockchain technology into urban governance and housing transactions as part of its "15th Five-Year Plan for Urban Renewal." The initiative aims to drive the digital transformation of cities by establishing a comprehensive City Information Modeling (CIM) platform. This platform will serve as a unified, data-integrated foundation to enhance urban renewal efforts. The plan emphasizes the development of a CIM basic database and standards system, expanding "CIM+" applications, and creating a national database for buildings and municipal facilities. Additionally, the proposal includes using blockchain to streamline housing transactions and property registration, enhancing the three-tiered urban operation management system across national, provincial, and city levels.
