Anthropic has drafted its own frontier AI safety regulation bill and is privately pitching it to U.S. lawmakers, according to Politico. The proposal sets specific thresholds for government intervention in model releases, defining when authorities could block deployment based on potential harm levels.
Under the draft framework, the government may intervene when an AI model poses a foreseeable imminent risk of causing more than $1 billion in property damage or over 50 deaths or serious injuries through biological weapons production, escape from developer control, or cyberattacks. Assessment agencies would be required to report identified risks to the Commerce Department within 72 hours, after which the department could seek court injunctions. However, the draft prohibits other government agencies from unilaterally suspending model development, deployment, or internal use. Developers would also face mandatory testing requirements, disclosure obligations, and regular reviews by independent assessment agencies.
Anthropic confirmed that the draft reflects positions from its previously published "advanced AI framework" and stated it has been lobbying federal and state lawmakers since June. The company declined to disclose the scope of its outreach efforts or the level of legislative acceptance received.
