Zcash community member joshs, the original proposer of the current development fund model (ZIP-1016), has put forward a proposal to terminate the Zcash development fund ahead of its scheduled November 2028 expiry. The fund currently diverts 20% of each block reward—12% to the Coinholder Fund for retroactive grants via quarterly coinholder votes and 8% to the five-member Zcash Community Grants committee (ZCG)—collectively valued at over $300 million.
Under existing rules, all block rewards would revert entirely to miners once the development fund expires. The early termination proposal is framed as a response to an alternative suggestion to "abolish ZCG and retain the Coinholder Fund," which joshs characterized as merely a compromise rather than a definitive resolution.
The proposal remains in community discussion and has not yet entered the formal voting process.
