The U.S. Treasury Department's Office of Foreign Assets Control (OFAC) sanctioned four individuals and 41 entities linked to Cambodia's Prince Group transnational criminal organization on Nov. 5. The sanctioned individuals include Qiu Yong, Zhao Mengyao, He Yujing, and Visal Pang. Additionally, a Malaysian national managing a fraud network in Africa that defrauded U.S. victims was also targeted.
Treasury Secretary Scott Bessent stated that cyber fraud groups continue to steal funds from American victims and launder proceeds through complex international business networks. The Treasury identified that actors associated with the Prince Group obtained billions of dollars in illicit proceeds through digital asset investment scams, pig-butchering schemes, and other cyber fraud operations.
The sanctions specifically target offshore companies, nominee directors, and corporate service providers operating in jurisdictions including Hong Kong, the British Virgin Islands, and Cambodia.
