New research from the World Advertising Research Center (WARC) indicates that UK black-market gambling operators are projected to outspend their regulated counterparts in advertising by 2028. The study forecasts unlicensed operators will exceed £1 billion in ad spend by 2028, while licensed operators are expected to reduce their budgets by 9.2% to £1.05 billion in 2025-26. This shift comes amid regulatory changes and increased taxes on licensed operators.
The findings, released ahead of a Westminster Hall debate on gambling advertising, highlight a growing trend where unlicensed firms, primarily based overseas, are increasing their online presence in the UK. The Betting and Gaming Council has expressed concern, warning that further restrictions on licensed operators could inadvertently strengthen the black market. The UK Gambling Commission is currently undergoing a leadership transition, with Sarah Gardner set to become acting CEO on April 30.
