Tether and the city of Lugano, Switzerland, have announced the launch of Phase Two of Plan ₿, committing CHF 5 million to the initiative from 2026 to 2030. This phase focuses on developing expertise, advancing infrastructure, and fostering applied research and training. The plan is structured around five key areas: creating institutional infrastructure for digital asset management, establishing Lugano as a digital trade hub, developing a sovereign digital identity system, nurturing a local AI ecosystem, and implementing a distributed urban digital infrastructure. Over the past four years, Plan ₿ has made significant progress, with over 400 local merchants accepting BTC, USD₮, and LVGA payments, the establishment of the PoW.space innovation center, and the attraction of more than 100 fintech and blockchain companies. The Plan ₿ Forum has also drawn over 4,000 participants from more than 60 countries. Lugano Mayor Michele Foletti emphasized the city's proactive approach to innovation and institutional responsibility.
