The State Council has announced plans to integrate blockchain technology into housing transactions and property rights registration as part of the "15th Five-Year Plan for Urban Renewal." Released on May 22, 2026, the plan aims to enhance urban governance through digital transformation. The initiative includes developing a City Information Modeling (CIM) platform to create a unified digital foundation for cities. This platform will improve the CIM database and standards, implement coding for buildings and infrastructure, and establish a national foundational information database. Additionally, a three-tiered urban operations management service platform will be strengthened to support unified network-based management across national, provincial, and municipal levels.
