Scroll, the Ethereum Layer 2 network, has announced updates to its DAO governance process, aiming to complete a new structure by January 1, 2026. The reform focuses on enhancing the DAO's framework to support Scroll's growth without disbanding it. Key changes include foundation oversight, strategic resource allocation, and increased operational independence. The DAO will report to the Foundation, which will oversee operations through an Executive Committee, retaining veto power when necessary.
Scroll plans to recruit governance committee members soon to draft a new charter and governance model. This proposal will be submitted for community feedback and voting. The transitional phase will see the community team acting as the DAO's proof of concept. This follows a recent suspension of ScrollDAO governance and the collective resignation of its leadership team on September 11.
