Bernie Sanders and Representative Greg Casar plan to propose the “Ban Artificial Superintelligence Act,” which would permanently prohibit the development and deployment of superintelligent AI. The bill would also temporarily halt advanced AI development until a new federal AI regulatory agency establishes safety rules and model review mechanisms. The proposal calls for a cabinet-level federal agency to monitor dangerous capabilities in frontier AI systems, oversee their removal, and destroy superintelligent systems. Entities that violate or circumvent the pause and ban could face a “corporate death penalty,” while individuals could face up to 20 years in prison. The bill would also require the U.S. to pursue international agreements, coordinate with allies, and implement export controls to prevent global development of superintelligent AI. The proposal still requires formal introduction and congressional review.
