The Liberal Democratic Party of Russia (LDPR) has called for the legalization and regulation of cryptocurrencies, opposing bans based on 'fabricated pretexts.' At the 2025 All-Russian LDPR Gathering, party leader Leonid Slutsky highlighted the necessity of legalizing digital assets, arguing against continuous prohibitions on technologies widely used globally. The Central Bank of Russia estimates that around 1 million qualified investors could engage in cryptocurrency operations after passing necessary tests. However, it suggests restricting ordinary citizens from purchasing cryptocurrencies to mitigate risks. Additionally, the Bank noted an 18% decline in Russian trading activity on foreign crypto exchanges during the second and third quarters of 2025.
