The Bank of Russia expects to eliminate the "gray zone" of illegal cryptocurrency exchangers by July 1, 2027, following the implementation of new digital currency legislation. Bogdan Shablya, head of the central bank's financial monitoring and foreign exchange control department, stated that upcoming regulatory frameworks are designed to resolve current enforcement gaps in the crypto exchange sector.
After the July 2027 deadline, Russia's crypto market will be strictly categorized into legal "white" and illegal "black" segments. Authorities plan to impose corresponding penalties on non-compliant operators once the transitional period ends and the new classification system takes full effect.
