Ripple's Chief Technology Officer, David Schwartz, emphasized that central bank digital currencies (CBDCs) are inherently neutral and their impact on financial freedom hinges on their implementation. Schwartz pointed out that CBDCs could either counteract private sector discrimination or potentially suppress cash and alternatives such as stablecoins. Ripple has been actively involved in CBDC pilot projects in countries like Palau and Montenegro. According to the International Monetary Fund, over 100 countries are currently exploring the development of CBDCs.
