The National Data Administration has announced an ambitious plan to develop high-quality datasets across key industries by 2028. The "Implementation Plan for Promoting the Construction of High-Quality Datasets in Industries" aims to establish datasets validated by application, create industry benchmark scenarios, and foster data enterprises. The initiative includes six special actions targeting supply, annotation, quality, application, management, and value release. The plan emphasizes support for sectors such as industrial manufacturing, financial services, healthcare, and transportation, alongside emerging fields like low-altitude economy and autonomous driving. It seeks to integrate public and industry data, explore dataset trading and data assetization, and promote a token-based value system, encouraging a market consensus on "paying for high-quality data."
