The Marshall Islands has initiated its National Basic Income program, ENRA, on the Stellar network as of November 26, 2025. This initiative is part of the country's efforts to enhance digital asset regulation. Funded by up to 4% of the Compact Trust Fund's investment returns, the program provides monthly payments to citizens through checks, bank transfers, and the Lomalo digital wallet.
In conjunction with this, the Stellar Foundation has introduced the USDM1 digital sovereign bond, which is pegged 1:1 to short-term U.S. Treasury bonds and can be redeemed in USD. This move supports the Marshall Islands' commitment to Countering the Financing of Terrorism by ensuring transparent and secure distribution of national wealth to its residents.
