Guangzhou has launched a pilot zone for international cooperation in the national data sector in Nansha, positioning the district as the core hub for a four-part international data cooperation system covering infrastructure, rules, carriers, and ecosystem development. The initiative is designed to strengthen data coordination across the Guangdong-Hong Kong-Macao Greater Bay Area. Officials unveiled two business models at the launch: an 'incoming data processing factory' and 'Token going global.' The project said it will enable 'foreign data, Chinese computing' through localized deployment of large models and physically isolated server cabinets. It also introduced a 'Token Loan' product that uses token output and computing power contracts as the basis for credit. Guangzhou Data Exchange signed international data cooperation agreements with Xinhua Holdings, Singapore's Yande Group, and other parties. Separately, Diandong Digital Technology announced plans to build a WanPAI intelligent computing cluster in Nansha with total investment of more than 4 billion yuan and planned computing capacity of 10,000P. The Nansha District People's Congress also issued a smart city decision to provide legal support for the 'International Digital Port.'
