France's National Assembly passed Amendment No. I-2701 on Tuesday by a vote of 150-44 (8 abstentions), requiring taxpayers to declare self-custodied crypto assets valued at €100,000 or more to tax authorities based on their December 31 value. The provision is part of the 2027 finance bill and must survive final legislative review to take effect, with the National Assembly's first reading due by November 17 and Senate review scheduled to begin November 20.
The Assembly also rejected an amendment that would have exempted crypto payment gains totaling up to €1,000 annually from taxation. Faustine Fleuret, global head of public affairs at Morpho, warned that if the revenue portion of the budget is ultimately rejected, the entire bill—including the already-passed amendments—could fall in the National Assembly.
