The proposal mandates that issuers adhere to anti-money laundering, counter-terrorism financing, economic sanctions, and reporting requirements, in line with guidelines from the Financial Crimes Enforcement Network (FinCEN) and the Office of Foreign Assets Control (OFAC). A 60-day public comment period will commence following the proposal's publication in the Federal Register.
