ChatGPT has been designated by the European Commission as a “very large online search engine,” while Reddit and Roblox were classified as “very large online platforms” after surpassing 45 million monthly active users in the EU.
Under the Digital Services Act, the platforms must strengthen measures against illegal and harmful content, file transparency reports and risk mitigation plans, and pay annual supervisory fees to the EU. Violations can draw fines of up to 6% of global annual revenue. The law also requires stronger protections for minors and greater ad transparency, and EU regulators have already opened more than a dozen investigations into online platforms under the DSA.
