The Ethereum Foundation Protocol Team released the Hegotá upgrade EIP rating list, assigning unified ratings to 62 proposals. FOCIL (EIP-7805) and Frame Transactions (EIP-8141) received S-level ratings as core upgrades. FOCIL is designed to strengthen censorship resistance through a mandatory inclusion list, while Frame Transactions enable native account abstraction, allowing users to pay gas fees without holding ETH and supporting an upgrade path for quantum-resistant signature schemes. The list includes 15 A-level high-priority items and 8 B-level proposals to be included as appropriate. Another 28 proposals were rejected, including issuance policy proposals EIP-8363 and EIP-8375. Ethereum L1 plans to achieve quantum resistance by December 2029, with Hegotá positioned as a key upgrade for keeping later quantum-resistant hard forks on schedule.
