The U.S. Department of Justice (DOJ) announced it will cease prosecuting developers of truly decentralized and non-custodial software under Section 1960(b)(1)(C). This policy shift was revealed by Matthew Galeotti, Acting Chief of the DOJ's Criminal Division, during an industry summit in Wyoming. However, Galeotti noted that developers could still face other charges if criminal intent is proven. This decision comes in the wake of the conviction of Tornado Cash co-founder Roman Storm, who was charged under the same section and faces up to five years in prison. The DOJ's new stance aims to clarify the legal landscape for developers in the decentralized software space, though it maintains a firm stance against criminal activities.
