Crypto-native operators Stake and Roobet are leading Canada's offshore iGaming market as the country prepares to co-host the FIFA World Cup. According to the 2025 USA and Canada iGaming Landscape Report by Blask, these operators dominate every province except Ontario, capturing over 60% of the competitive earning baseline. Saskatchewan, Alberta, and Manitoba show particularly high offshore market shares at 93% and 88%, respectively. Despite Canada's estimated $9.5 billion online gambling activity in 2025, the lack of a national regulatory framework allows unlicensed offshore brands to thrive. Ontario remains an exception with its open competitive market achieving 85% regulated channelization since April 2022. Alberta plans to transition to a similar model on July 13, after the World Cup begins on June 11, but until then, offshore operators will continue to dominate.
