China's State Council has outlined plans to integrate blockchain technology into urban governance and housing transactions as part of its "Fifteenth Five-Year Plan" for urban renewal. The initiative aims to digitize urban management comprehensively, establishing a unified digital infrastructure through the development of a City Information Model (CIM) platform. The plan includes enhancing the CIM database and standards, applying "CIM+" in urban renewal, and implementing blockchain for housing transactions and property registration. This move is part of a broader strategy to create a three-tiered urban management service platform at national, provincial, and city levels, promoting integrated urban operations.
