Todd argues that these algorithms, favored by the NSA, could compromise security by excluding hybrid approaches that combine classical and quantum-resistant methods.
Critics fear that the NSA's influence over the Internet Engineering Task Force (IETF) might lead to the adoption of these potentially unsafe standards. Proposed changes, such as MODPOD, could suppress dissenting opinions, according to Todd. He also referenced the NSA's historical opposition to robust civilian encryption, citing the Clipper Chip proposal from the 1990s as an example of past efforts to control encryption standards.
