Belarusian President Alexander Lukashenko has signed Decree No. 19, enabling the establishment of cryptocurrency banks in the country. The decree, titled "Several Issues Concerning the Regulation of Cryptocurrency Banks and Digital Tokens," was signed on January 16. It aims to enhance Belarus's position as a leader in financial information technology by creating conditions for the operation of crypto banks.
Under the new law, a crypto bank is defined as a joint-stock company authorized to conduct business using digital tokens, while also engaging in banking and payment services. To operate, these banks must be resident enterprises within a high-tech industrial park and listed on the National Bank's crypto bank registration list. They are required to adhere to regulatory standards for non-bank credit financial institutions and follow the resolutions of the high-tech industrial park's supervisory board.
